After ten years of working in areas of international and rural community development, I experienced one of the rarest opportunities where everything seemed to fall into place. Having grown through most difficult situations and have been lucky to have worked with and led a handful of development organizations ranging from law-level community-based projects to international administration of projects, each experience has provided me with a deeper understanding of extreme hiccups faced by desperate communities here in Uganda. I found that poverty and extreme hardship do not have one point of derivation. Having worked on the community development programs, I found that each community development program has unique and effective approaches to addressing complex community problems associated with poverty and economic difficulty, oppression, complexity, and unfairness which many communities face all through.
I believe that Community development is fundamentally based on the values of human rights, social justice, equity, equality, and respect for diversity. The principles that underpin its practice is: Self-determination - people and communities have the right to make their own choices and decisions. Empowerment - people should be able to control and use their assets and means to influence. Collective action - coming together in groups or organizations strengthens people’s voices. Working and learning together - collaboration and sharing experiences are vital to good community activity. All this should be coupled with professional discipline, and a practice-based profession focused on promoting participative democracy, sustainable growth, increasing the number of economic opportunities, and improving social justice, through organizing, educating, and empowering people in the urban and rural communities. In one critical respect, this practice is well-founded: HICDEF will often emerge and play an important role in providing public goods and in resolving collective action problems when formal institutions are deficient.
Community-based organizations, agencies, and groups for child and youth development are influenced not only by families and schools but by a wide variety of formal and informal community organizations; some of which involve youth and women directly, while others affect neighborhood changes that affect youth, women, and families.
I believe that HICDEF will continue to empower individuals and groups of people with the skills they need to effect positive change within their communities. These skills are created through the formation of social groups working for a common agenda. Community developers must understand both how to work with individuals and how to affect communities' positions within the context of a larger institution. The process we advocate for seeks to bring isolated success strategies of those “Positive deviants” to proponent sustainable community development and “Keep the Children’s Hope Alive”

Discovering the deeply beautiful, incredibly deep, and green and smiling hills, valleys, and faces of the districts of South-Western Uganda was without a doubt one of the most enriching and humanly challenging experiences of my life. I had read and studied, including at Oxford, about poverty and community development, and went to look for solutions, to ask, listen, and attempt to empower. And of course, I was overwhelmed by the complexities and depth of rural life in Uganda.
When I met Muhumuza, who grew up in Rukungiri and had a life-long dream and a clear plan for supporting his communities, for me, it was a done deal. Since 2013 it has been my utmost privilege to support Muhumuza and the whole HICDEF team with funding, fundraising, networks, and strategic discussions about how to better and more efficiently and sustainably help the communities to empower themselves.
I know that every Euro goes directly to the communities, and I have seen with my own eyes how necessary and impactful it is. Today, as I work professionally on development projects across Africa for large European donors, I am inspired daily by the work HICDEF is doing.

Isabel Báez Lechuga

Spanish working in Belgium, I studied Political Sciences and Administration with a Master's in EU affairs plus a PhD in European Law. While working in the European Parliament, I worked in the Development parliamentary committee on issues such as economic development, gender equality women’s rights, and Human rights.
I discovered HICDEF thanks to Luca, a great friend, and a better person. I had the opportunity to visit the communities in west Uganda (Rukungiri and Kanungu) with the organizers and take part in the daily work of HICDEF. I learned the way they implement projects in education, health, entrepreneurship, etc. through community mobilization.
HICDEF projects are based on the empowerment of the local communities to enhance education, health, and economic growth by supporting each other. HICDEF provides people in the communities with the resources to make the change possible. In particular, they work with vulnerable children and their families, by providing necessities of life, advocacy, capacity building, and provision of income-generating activities and teaching them their fundamental human rights.
It was really helpful during my time there to learn the way they develop themselves. I took my work on the ground as one of the best experiences in my personal life. I also used everything I learned from people and the HICDEF to give another perspective on the laws we are doing in Europe. It was a very good exchange of learning. I stay in contact with the organizers and contribute to the organizations when I can.
Sarah Drummond

As a Princeton in Africa Fellow with one of HICDEF's longtime partner organizations, the Foundation for Community Development and Empowerment (FCDE), Sarah worked with our team to strengthen our fundraising and proposal development skills. She was very inspired by our work and along the way became a friend and champion of HICDEF. While not a staff member, we have included her on our website as a testament to the value she brought to the team.Sarah is passionate about supporting and expanding resources for community-based organizations. She holds a Bachelor of Science in International Affairs and French from Georgia Institute of Technology and has four years of experience in research, finance, fundraising, and project management within the non-profit sector. Before working with FCDE, Sarah was a Program Assistant with The Carter Center’s Rule of Law Program supporting projects advancing government transparency and women’s right to information.

Dr. Catherine Promise Biira, PhD.
HICDEF PATRON
Dr. Catherine Promise Biira is a Development Management Specialist. She holds a PhD in International Development Studies and an MA in Development Management at Ruhr University Bochum, Germany. She also holds a Master of Administration from the University of Western Cape in South Africa; an Executive Master in International Negotiation and Policy Making from the Graduate Institute of International and Development Studies in Geneva, a Postgraduate Diploma in Public Administration and Management from the Uganda Management Institute and a Bachelor of Arts in Social Sciences from Makerere University, Kampala.
Dr. Biira worked with Uganda’s National Population Council Secretariat from 2006-2016 and from the beginning of 2017 to the end of 2019, she was Director, Institute for Regional Integration and Development at the Catholic University of Eastern Africa, Nairobi. She is currently, engaged in the private sector as CEO of Jade Country Resort, Bikurungu Rukungiri, and Le’Prome Plantation Forest in Kiboga. She is one of the 5 promoters of St. Ignatius University, Kabale, and is also a founder of the Africa Institute for Policy Alternatives and Social Justice.
She serves on the Board of the All Eyes Foundation Uganda and is also a Board Member of the Uganda Women’s Cancer Support Organization. She is the founder and Patron of the Bukorwe Park Neighbors Community Group, Kanungu, and has also served as co-patron of the Rukungiri University Students Association (RUSA) since 2018. She is a champion for Community Transformation and has been recognized by the Women’s Council of Rukungiri District for her contribution to promoting girl child education, among several other social development initiatives at the grassroots level.

I join HICDEF with an enormous passion for rural community development and empowerment through my understanding of microfinance and livelihood support projects. I hold unbeatable experience in investigating credit policies and portfolio management by microfinance institutions and bring to HICDEF a spacious experience having worked with the Aids information center, AIC as a counselor, Loans Officer, Head of Loans, Branch Manager UGAFODE Microfinance, Bank Manager Stanbic Bank, and Principal Assistant Secretary Rukungiri District Local Government. I am pretty sure that our Board Composition will offer HICDEF instrumental leadership and support of all HICDEF programs including but not limited to microfinance and VSLA support programs, Health, Agriculture, and Education and skills development.

Mercy Musiimenta

Mercy is a dedicated and enterprising businesswoman engaged in commercial activities between Kampala, Uganda, and Nairobi, Kenya. Her entrepreneurial spirit and unwavering generosity have been instrumental in supporting Hope for the Innocent Child Development Foundation (HICDEF) since its inception. Mercy’s steadfast commitment to empowering vulnerable children and communities highlights her passion for creating a positive and lasting impact.
Driven by her deep concern for the well-being and education of orphans and vulnerable children (OVCs), Mercy has generously provided vital support for HICDEF’s initiatives. Her zealous dedication ensures that OVCs have access to essential scholastic requirements, enabling them to pursue their education and build brighter futures.
In alignment with her philanthropic efforts, Mercy actively supports 25 children from Bwambara and Bikurungu Town Council each school term by providing the necessary scholastic materials they need for schooling. Pr. Duncan Bakora
Board Member (Evangelist, Environmentalist, and Development Advocate)
Duncan is a devoted Christ believer, passionate community development advocate, and environmentalist. A graduate of Makerere University with a Bachelor’s degree in Tourism Management, Duncan combines his academic background with his deep commitment to making a lasting impact in society. He is a strong believer in continuous community growth, with a particular focus on integrating faith, leadership, and sustainable practices into his work.
Duncan's linguistic versatility—fluent in English, Lunyakitara, Luganda, and Kiswahili—enables him to connect with diverse communities and effectively address their needs. His ability to communicate across cultures and languages is a significant strength in his community engagement efforts.
Throughout his career, Duncan has demonstrated exceptional dedication and professionalism in various roles. At Team University, he served as a Scripture Union Team Leader and an Associate Consultant Internal Auditor, where he contributed to spiritual growth, organizational efficiency, and the promotion of ethical practices. In addition, as an Agronomist with Athilo Technologies-SMC Ltd, Duncan worked on sustainable agricultural initiatives, furthering his commitment to environmental stewardship and community empowerment.

Tushemerirwe Alice Honest

Tushemerirwe A. Honest is a co-founder, a Ugandan Female married and blessed with three children. Community work is my calling and social work is my passion. Her social pursuits traveling and reading as her hobbies with professional values of excellence, Accountability, Integrity, Trust, and Team building.
Honest is envisioned to positively make a difference in the community by giving Hope and driven by a belief that "Every life matters."
Serving HICDEF in my capacity is something I treasure and have done diligently since HICDEF started. We have implemented the establishment of a community school, Health programs like HIV/AIDS awareness, Sexual Reproductive programs, Family Planning, water, and sanitation, WASH, rolling out Income generating projects, Supporting the OVCs' Education with scholastic materials and tuition, community mobilization, and sensitization, training Village Health Teams and para - social workers, Covid-19 Food Relief mobilization distribution and Awareness creation for COVID 19 Standard Operation Procedures SOPs, Family Resilience, and Positive parenting and Street Business School Trainings.
She holds a graduate degree in social science from Makerere University, a post-graduate Diploma in Public Administration and Management from Uganda Management Institute, and a Certificate in Administrative Law from Makerere University. She has further received certifications in professional counseling by Finemind and Utopia Foundation, lead coaching by Street Business School, Project Monitoring and Evaluation and Grant writing by FCDE, and Data collection and analysis by UBOS Uganda Biaural of Statistics.
Honest has served as a Finance officer and sponsor-donor relations officer in charge of the adolescent curriculum with Compassion International assisted projects, Community development Officer with Bwambara Sub-County, and Senior community development officer with Bikurungu, Kebisoni, and Buyanya town councils respectively. This vast experience working with children from rural communities introduced me to the bigger picture of her dedicated service at HICDEF. Community development and empowerment is Her passion and social work is Her profession and calling.
Honest brings wide expertise in rural and urban community development, especially for children, youth, and women empowerment, having worked with Compassion International and Rukungiri district local government as a senior Community development officer. Her commitment to HICDEF is coupled with her zeal to go the extra mile in serving the community especially OVC, elderly, and special needs people like the people leaving Disability who have been given hope to live through psychosocial support and other innovative community-led interventions.
She has been instrumental in our major projects like the Kanyankwanzi community water access project, Family Resilience project, COVID-19 Food and Emergency relief project, End the Domestic Violence projects, and Household livelihood project which is evident in HICDEF positive change and impact on the community.
Besigye Brian
Program Coordinator (Educationist)
Brian is a Ugandan Rotarian married man blessed with 3 children; Samuel, Esther, and Josh. He is a flexible hard-working fellow passionate about Community transformation and likes reading about nature and camping. He is a teacher by profession (Economics and Geography) from Makerere University Kampala, Uganda, and holds several academic qualifications like CCA (MUK), Diploma in Social work, PGD in Project Planning and Management from Uganda Management Institute (UMI).
Brian has served HICDEF as a Program Coordinator for the last 5 years implementing community projects in water and sanitation, rolling out several income-generating projects, educational support projects to our beneficiaries, community mobilization, and sensitization, training VHTs and para-social workers, hosting HICDEF partners and report writing among others. He participated in numerous workshops with both National and International organizations such as Compassion International, USAID, FCDE, Rotary International, Enterprise Uganda (EU), and UBOS (Data collection), where he has amassed vast knowledge on data collection, analysis, and presentation, community transformation approaches, peer training, project implementation, and financial management among others.
Brian's years of career experience spring over from serving as a Project Director with Compassion International, a classroom teacher, a head teacher, and a University Lecturer. He has amassed a wealth of experience in dealing with humanity, project management, and implementation using different community development models (CDM) - aware of the diversity of our communities and their unique challenges and opportunities.
He is full-time at HICDEF and he is majorly entrusted with strengthening HICDEF partnerships that come on board to better serve our communities, team cohesion, resource mobilization like Grant writing, project implementation, and other life skills like decision-making and stress management. He is result-oriented focusing on efficiency and effectiveness, Children are at the center of my life, and adding lasting value through sustainable development to diverse communities is my ultimate goal in life, and envisions creating a better World through synergy.
Nahabwe Esther
Program Manager and Certified Peer-to-Peer Trainer (Social Worker)
Esther joins HICDEF with experience in community development and empowerment, she believes once an individual is empowered then the whole community is empowered hence development. She believes in serving beyond self-interest and also encouraging active participation of individuals, groups, and communities in creating long-lasting solutions that may affect well being of an individual.
She is interested in community service, touring upcountry, and singing; her joining HICDEF will continue to impact individuals, groups, and communities to live as a whole to enhance development and well-being.
Kabagambe Humble
Community Program Volunteer
Kabagambe Humble is a HICDEF volunteer with more than 5 years of hands-on experience in community Projects & Portfolio Management in a multi-professional not-for-profit organization environment. Humble possesses a strong working knowledge of developing policies and plans for change. He has more than 4 years of working with socially marginalized and economically disadvantaged groups, especially women and children.
Volunteering as a Community Programmes officer at HICDEF, Humble provides strategic direction and development of the organization’s key programme themes in the Community Association namely Alternative Care (family-like care, youth care), Family Strengthening Programmes (FSP), Youth Development, Advocacy, Institutional Partnership Development, and Emergency Response programmes.
He believes once an individual is empowered then the whole community is empowered hence development. He believes in serving beyond self-interest and also encouraging the active participation of individuals, groups, and communities.
